Meeting the threshold permits an application, not automatic approval. Selection remains merit-based.
Assessment dimensions
The criteria cover age, qualifications, languages, experience, annual income and business ownership. Each requires supporting evidence. Meeting more criteria is generally favourable but does not guarantee selection.
Admission and extension
The General Points Test normally grants 36 months initially. Extension requires evidence of steps to settle, work or establish business in Hong Kong, and later evidence of settlement and contribution. The achievement-based route normally grants eight years initially and follows different extension criteria.

Principal applicant and each dependent: HK$600 non-refundable application fee per application. On approval, visa issuance is HK$1,300 for a relevant period exceeding 180 days, or HK$600 for 180 days or less. The relevant-period calculation follows the Immigration Department’s rules. For applicants whose income or university credentials support a route to developing their career and life in Hong Kong.

Income and academic checks
Category A follows the official definition of taxable employment or business income. Income from personal investments is excluded; asset values and company turnover are not personal qualifying income. Categories B and C require checks of the university list, degree, graduation and experience; further scope restrictions apply to C.
Career and extension
Successful entrants generally face a time limit only and may work or establish a business. Extension requires evidence of actual employment and remuneration, or business activity and economic contribution. Initial admission under the Scheme is normally granted only once.

Applicant background
Mainland Chinese residents are generally assessed under ASMTP. Overseas PRC passport holders may qualify under GEP with overseas permanent residence, or at least one year of immediately preceding overseas residence and an overseas application, subject to the applicable definitions.
Role and ongoing compliance
The vacancy, professional fit, employment and local recruitment considerations must be substantiated. Employer or role changes must follow the applicable stay conditions. Extension depends on actual qualifying employment and remuneration.

There is no single published minimum investment for every business. Funding must support the proposed operation and its continuity.
Overseas Chinese applicants
PRC passport holders overseas may apply if they hold overseas permanent residence, or have resided overseas for at least one year immediately before applying from overseas, subject to all other requirements and this route’s definition of overseas.
Substance and extension
Evidence may include business activity or preparation, resources, premises and local employment. Extensions continue to assess investment and contribution. Shell incorporation or nominal employment cannot substitute for genuine operations.

05NEW CAPITAL INVESTMENT ENTRANT SCHEME

Invested capital is an asset allocation, not a government fee. Investments carry market and liquidity risk.
Investment and maintenance
At least HK$27 million must be invested in permissible financial assets and/or real estate, with HK$3 million in the CIES Investment Portfolio. Eligible real-estate amounts have aggregate and residential sub-caps, and residential properties have a per-property transaction-price condition. Buying a HK$30 million home alone does not complete the investment requirement. Maintenance, withdrawals and holding entities remain subject to the Scheme rules.
Application and verification
Apply to InvestHK for net asset assessment, then to Immigration for approval in principle. Complete investment and its assessment within the prescribed period before formal residence approval. Assets, beneficial ownership and sources of funds must be genuine and verifiable.
Family and long-term residence
An eligible spouse or recognised partner and unmarried dependent children under 18 may apply. A person who has ordinarily resided in Hong Kong continuously for at least seven years and meets the other statutory requirements may apply for permanent residence. An entrant permitted to stay under the Scheme for at least seven years and continuously meeting the portfolio maintenance requirements may apply for unconditional stay, which is distinct from permanent residence.

These asset and substance thresholds concern FIHV tax concessions, not a universal minimum for establishing any family office. Staffing and operating expenditure must also be adequate and commensurate with the core income-generating activities carried out in Hong Kong.
Tax treatment and ownership
Eligible FIHVs and family-owned special purpose entities may receive concessionary treatment on qualifying and incidental transaction profits. Family beneficial ownership, Hong Kong management, asset scope and anti-avoidance rules also apply. This does not exempt every family-office income stream.
FIHVs, SPVs and governance
Holding structures reflect investment assets, decision rights, beneficiaries and succession objectives. FIHV is a qualifying investment-vehicle concept under tax law, not a standalone registration licence conferring residence or tax relief.
Regulation and service scope
Licensing depends on actual activities and applicable exemptions, not the family-office label. Investment management, execution and custody must be provided through appropriate entities. Personnel residence is assessed separately under immigration rules.

An OFC is a fund vehicle. Fund registration, manager regulation and tax treatment are separate matters.
Management and operations
Define the strategy, investors, directors, investment manager and custodian before establishment. Assess qualifications and ongoing audit, valuation, reporting and compliance costs. Investment and distribution activities must meet the applicable regulatory requirements.
Costs and tax
Government registration, business registration and professional fees are assessed separately. Umbrellas and sub-funds can carry different charges. Tax treatment depends on actual transactions and exemption conditions; neither blanket exemption nor returns are promised.
Relationship with family offices
An OFC may serve as a fund structure for a family or other eligible investors. Suitability depends on assets, governance, investors and ongoing costs. Establishing an OFC does not itself confer residence rights.

Choosing between LPF and OFC
Compare partnership and corporate structures against assets, fundraising, investor preferences, liquidity and ongoing costs. Establishment fees alone should not determine the choice.
